Sign in to Entra admin center using your REW credentials https://entra.microsoft.com/#view/Microsoft_AAD_IAM/EntraDashboard.ReactView
Select Groups → All groups → using search bar find REW-OpenVPN-users group → open the group
As soon as you open a group, select Members → Add members 
Using the search bar find the user account that you need, match it and click select on the bottom. After that send user OpenVPN installation manual
